I have no idea what it means.. but I'm interested in finding out what you think it means. :)

Can you give us the exact quote or where it's said exactly?

Brigitte says it right after she comes up on Avi and Min in the hall.

 

"burn her, I can't concentrate enough to shake it off! You let me tell you, if she's doing what I think shes doing, I'll kick her tickle-heart around the bloody palace, and then I'll welt her till she can't sit for a month---and you alongside her!---if I have to find forkroot to do it!"

Relevant parts emphisized

I reckon it means something along the lines of what 'floozy' means - she's a tickle-heart - she tickles men's hearts, plays with them, teases them (and look what it got her!!)

I took it to be another phrase meaning "pillow-friend" or something similar.

So perhaps by Tickle-Heart she's referring to Rand, she'll kick Rand 'round the palace then welt Elayne 'til she cant sit down.

 

Maybe its kind of a 'boyfriend' term.

Actually, I thought it was a part of her anatomy >_> You know... 'down there'...
