Lord of chaos can mean many things depending on context.

 

"Let the Lord of Chaos rule" is really just a roundabout way of saying, "take a chance", "roll the dice", "throw fate to the winds", etc.

 

If we look at it that way, the DO's use of the expression doesn't really refer to anyone, but rather to the concept of taking a big gamble.  That fits with Mesaana's analysis of the plan Demandred lays out.

Well, Bob caught my point, if Rand didn't (although I don't think Bob needed my help).  The Lord of Chaos is chaos, itself, and the DO wants as much chaos as possible to fragment the Light at TG, so he can manipulate the DR into doing his bidding.  There are certainly a multitude of Agents of Chaos...

I'd been thinking in terms of personification like most.  But the idea that "Lord of chaos" is really just blind chance does work better with the circumstances.
