But where do they live then, the Sea Folk?

On ship. They make a huge point of declaring that they spend as much of their lives at sea as possible, with the exception (IIRC) of those who serve as Governors over the Amayar, and apparently (for some reason I cannot determine) the conclave to elect a new Mistress of the Ships. In particular, they will do anything it takes to be born or die on the water.
