4Chan is a website that is affectionately (no, seriously, it's a compliment) known as the 'asshole of the internet'. It is a frankly anarchic message-board and image-board where people swap funny images. The board is almost completely unregulated, meaning that a vast percentage of such images are obscene and disturbing pornography. 4Chan is the source of quite a lot of the Internet's most annoying memes, such as lolcats and Rickrolling. It is unknown if putting new subtitles over Hitler's dialogue in DOWNFALL also originated from 4Chan, but I would not be surprised if this was the case.

Oh, sorry. I misspoke myself. I already know what 4chan is. I was just doing a role call for curiosities sake. My bad.

I'm not too experienced in such matters but I believe the proper response would be "rules 1 and 2 newfag."
