Actually, it's quite the opposite. The Creator is completely unafraid of the Shadow, so much so that he doesn't feel the need to have to actively get involved. It's like that little fly buzzing in the room but it's not quite so bothersome as you actually get up to swat it...

Your logic is off. The "Light" does not serve the Creator. The "Light" is simply the name of the people who oppose the Shadow. The people themselves constitute all of what makes up the Light.
