hmmm....

the thing is, the legislation isn't completely stupid. like, people mess up their lives gambling. not all, not even close. it's a definite minority.

but even outside of casinos, just sticking with lotteries and scratch tickets, i see poor folks, with little recourse for improving their lot, further impoverishing themselves by buying like $20 of lottery tickets a day. it can be a serious problem.

these people, they're poor, they dream of not being poor, or they're in a situation where they're heavily in debt, and that $10 000 scratch ticket jackpot would mean the end of their financial troubles. so they keep sinking money into more tickets, until after a year, they've spent nearly as much as they've been trying to win. while on the surface, some of these laws may seem stupid, but they're often at least a little bit well-intentioned. in practice, though, those laws never work as well as they are supposed to.

you are correct..and that was the body of the arguement here..but as with all things..moderation.

gambling, alcohol, food, smoking....there are laws intended to protect with all of those..but if the individual doesn't make choices or use thier brain they are not effective..and there is always a way to get around the law.
