Cost to hold set:
1) Cost pay quarry holder to use the space for 3+ years (probably paid, as rent generally is, on a per month basis)

2) Cost to send people in to maintain the set for 3+ years (because weathering happens)

3) Cost to pay for security to keep people from messing with the set once S1 comes out.

4) Cost to build a second set just for the first season of 'post-attack Two Rivers' on another location that looks exactly like 'post-attack Two Rivers'.

5) Cost to re-dress set to account for changes in rebuilding and immigration etc that occurred between the events of season 1 and season 3, including rebuilding the Winespring Inn, just different

 

Vs.

 

1) Cost to strip the burned down set to return the quarry to the quarry owner

2) Cost to rebuild the set (incorporating any S1-S3 changes) once you return to the site rather than re-dressing it.

 

I can see why the math favors burning the set once all the costs are accounted for.
