Tolkien is bad compared some other authors (Jordan? BS?), but his books are good enough for 4-7th grades. Though they can't fully appreciate the books, the writing is roughly the right level (or am I underestimating Tolkien?).

He did, but now techniques have evolved from his time. I'm imposing modern standards and judgment; I realize his revolutionary concepts, not the least of which include the all-pervasive Orcs.

It's a damn classic. Does Alexander Dumas' "Count of Monte Cristo" not stack up today? Or H.G. Wells' "the War of the Worlds"? Or George Orwell's "1984"?
