I'd say pretty much every chinese person (save those without TVs) knows how to say Hello, or the simpler version, Hi (which is the same as saying one of their own words, so tis real easy), but that, for 95% of the population is the extent of their english that stuck with them through elementary and high schools, if you ask me anyway :P
