then in rhuidean he goes through the ter'angreal, gets the staff, medallion and he dies.

when he dies and rand brings him back to life, he is no longer bonded to the Horn of Valere (HoV)

therefore anyone can sound the horn once they get their hands on it, but it does have to get to illian.

Definite answer: we don't know.

 

What does 'dies' have to cover?  Does it cover death and resuscitation?  I doubt it, but it could.  If it did, that'd be really weird though, a very legalistic manner and not very organic, which doesn't really flow from the series.  Mat 'died' for a few moments, maybe, but only in the stricted definition.

 

Now, the balefire incident, that's a more interesting case as he actually died then balefire rewound things.  Does *that* count?  We don't know, again.  Not till Sanderson (and Jordan's notes) tell us.

well, the balefire incident states that the thread is burnt out of that individual and what they did recently before based on the strength of the balefire never happened.

but, we will have to wait.

Actually Mat died in the Rahvin hunt, not at Rhuidean.

 

I do not recall anything in the books telling that the Horn has to get to Illian.
