Mat's foxhead is tested against Saidin on two seperate occasions with  different results and I'm wondering if there is any wisdom on it.

 

Rahvin kills Mat with lightening in Camelyn.  Clearly the foxhead did not protect Mat from a man's channeling.  It says that right in the text.

 

Halima/Arangar channels at Mat during the celebration following Egwene's ascension to the Amyrlyn seat, in Salidar, but in this instance, the Foxhead goes cold.  Mat turns around to confront a clearly astonished Halima.  What she was trying to do it not apparent but as she is a male forsaken trapped in a female body, it's clear she attempted to channel Saidin at Mat.

 

So which is it, does the foxhead medallion stop Saidin or not?  Or did I miss something obvious?

It stops direct weaves by Saidin as well as Saidar. Rahvins lightnig bolts are however not weaves, which means Mat is as vulnerable to those as he is to all the stuff the Aes Sedai throw at him using Saidar on the road to Ebou Dar.
