It sounds a bit like All dogs go to heaven but that isn't Disney I don't think.

 

The only other one I can think of that's dog related is Oliver and Company but its a cat not a dog whose abandoned in New york. Unless we are talking Live Action then theres Old Yeller, and Homeward Bound neither of which are about dogs who are dumped. 101 dalmations and Lady and the Tramp aren't it so i'm assuming its not the second one of either of those movies.
