I use Unfreez to rotate sigs - there's a link in the siggy board, super easy to use :)

I use Fireworks Nyn. Quick and easy and takes just a minute to get it done. I understand that Gimp's pretty good too, but I get frustrated at Gimp so I haven't been able to figure it out yet. >.<
