When Tam meets Rand he already knows her true identity and informs Rand about her. There no reason to believe that Morgase confided Tam alone, so Perrin, Faile and others at Perrin camp know already.

That depends on whose perspective you look at. In TGS, Rands arc moved way ahead of Perrins. In Perrins own arc, the reveal has not yet happened.
