Something I've always wanted to be done in the CotL over the years is to RP here some sort of big blow out event between the Lord Captain Commander (LCC) and the High Inquisitor (HI) (and by extension the different factions).

 

In the books we were introduced to the tension that exists within the Fortress' walls. Take every group or culture in WoT and you'll find it has its own inner political issues. Power struggles, schemes, back stabbing and so on. You need to tread lightly in such an atmosphere. One event can have multiple meanings and every action is calculated to induce a certain outcome.

 

While the LCC is said to be THE leader of the CotL, the High Inquisitor holds a lot of weight in decisions when it comes to certain aspects of the CotL. The Hand, as a faction, is perceived as intimidating by the general public, but also by the Whisper and the Army of light. Everyone is wary around them, because in a way they are also in charge of weeding out traitors within the Fortress itself (Internal affairs). Some would claim such responsibility would name the Hand as the the top faction that has the authority the overrule others. So, does this name the HI the ultimate power in the Fortress?

 

On the other, the LCC is the brain behind every military decision and tactic. The CotL are commonly perceived as an army above all. The ranking system and the sort of weapon training they receive suggests such. They're soldiers. Which is why the LCC is considered the leader, being in charge of the Army of Light faction. He's the one that calls the shots. Or at least, the one that thinks he is lol

 

Perhaps we are all being fooled and really the Spymaster is the one pulling the strings, seeing as he would know anything and everything that is happening.

 

So, what do you think? Who is REALLY running the CotL? Who do you think should be? Are the factions necessary or do you think the CotL would function better as a group without such a division?

Looks like the Spymaster wins.. how peculiar! Though it stands to reason... after all both the LCC and the HI utilize him as their eyes and ears. Any manipulation from his part would completely direct their actions.
