Bors noticed a tinker at the place. Has this ever came up? The others darkfriends like weiramon and others have shown up. Who is the tinker and is it relevant at all?

Also there was a sea folk bloke also.

I don't think we've met either of these people yet, at least where they could be identified. So far their mention serves the purpose to show that DF's come from societies spanning the entire Westlands.

I thought that the Tinker could've been Aram, tasked with killing Perrin?

I thought it was Aram all the time, but when he died he died as someone fighting for the Light, but corrupted by Masema. Aram was no DF.

Few people in that chapter are revealed.

The Shienaran is for sure Ingtar.

One of the Aes Sedia is for sure Liandrin.

Bors is Jaichim Carridin.

 

The rest (for up through Gathering Storm) is anybody's guess.
