I am having trouble figuring out where the title comes from. When I first heard the title I remembered a map in the WoT Guide that has a Towers of Midnight in Seandar. It probably references the Tower of Genjei, but I think there has to be more. This has probably been discussed, but I couldn't find it.

It could be the actual towers in Seanchan, or the black towers of Egwene's dreams.

BS confirmed that it's both actually.

The Towers of Midnight in Seanchan represent the consolidation of all nations there. Through the book, Rand is also attempting to consolidate the powers that be.

Egwene's dream about the ToM is pretty straight forward.

BS said it was essentially all the Towers in the book, because the book dealt with a number of Towers. So the White Tower, Black Tower, Tower of Ghenji, the Towers of Midnight, and the 13 Towers Egwene sees in her dream. Really he just thought the title was cool.
