Who decides what goes on each chapter? the publisher or the author?

 

While re-reading something I dont recall which one - I was confused because i swear the art was the snake thing - which usually means BA or DF in the chapter, but it wasn't...or maybe it was and we werent told so and so is a DF....

I always thought it was Harriet who does them feel free to correct me though :)

I am not sure who actually draws them, but Harriet decides both the chapter titles and the chapter arts.
