It is kinda funny, though.

Why would someone put that in a public place?

I heard about something where this guy asked this girl to marry him using a billboard while there were like four other girls with the same name in the same area. They all thought that their boyfriends proposed to them. It was pretty funny.  

Using public places isn't always the best way to get someone's attention.
