Maybe this is my misconception but I always thought that he HAD been spun out again, in the guise of Rand.

Rand al'Thor is the current personality of the same soul that was Lews Therin Telamon last time he was spun out. Rand al'Thor and Lews Therin Telamon are the same soul. That's why Hawkwing calls Rand "Lews Therin". That was the last name that soul had been known as.

 

Since Rand is alive, Lews Therin cannot be in Tel'aran'rhiod.

in the case of birgitte she rembers her past lives but not untill she returns to TAR. rand could be LTT reborn not just in his mind but soul and all.
