Dude.....obviously that's a joke.  Considering they interviewed Toews (hint: they most certainly didn't, as he'd never say those stupid things), who is a top tier player and would know the rules (which are simple regarding icing and who can be on the ice and who can't), this is simply BS.

I think the same type thing happens with American Football players on the field. It looks like everybody just runs around with their head cut off when the play starts
