Some other buildings come to mind:

 

The Salidar buildings; after the rebel Aes Sedia become settled in the White Tower, they likely would not visit them anymore.

It looks like a tower from  those fairy tales. Huh...

The picture in the BWB has it as flat topped.  And Rj backed it by describing what is at the top (a trap door).

Possible fates for Elaida's palace (if it becomes finished):

-It offered to the Whitecloaks

-It offered to the Ashaman

-It being used for extra saidar channelers

-It being used to hold embassies

 

Possible locations for Whitecloak headquarters (besides Elaida's palace):

-They regaining their old headquarters

-Elayne offering a building (or land to build) in Andor or Cairhien (nation)

-Berelain making same kind of offer as Elayne but in Mayene (nation)

 

Possible fates for Elaida's palace:

-They never finish building it

-It being the world's largest brothel

-It being used for all the AS who can't fit in the WT

-It being a ninja training camp
