Actually he was quite lucid most of the time, minus the anger at being rejected by spider-man.

 

The question becomes though, if Spider-Man wasn't the first one to come into contact with him, would that symbiotic relationship have allowed Venom to gain Spider-Man's powers?

I dunno. I'm pretty sure that Spider-man's DNA mutated the symbiote and would have done so regardless of who had previously been with it.

Then, no, Venom would not have any Spider powers, just like Carnage
