I think TOM will be telling of Sanderson's ability.  In his interviews he says that tGS was meant to be a huge hit not just another good installment to the series so this book is supposed to be everyone's favorite.  I get the impression that TOM will be more about setting up aMOL and putting everything in place and could easily get a simmilar response to CoT in terms of lack of excitement.  If the next book is as entertaining as tGS it will show how positively he has influenced the series and with only two books left there isn't much room for anything but the best two out of 14.
