I've often thought the voice was the creator, and I still do; however, something I read in another thread has started me thinking it could also be the wheel. As odd as it sounds, bare with me...

 

this post indicates that the 'wheel', according to RJ, is much more than a simple wheel, and as we find out later on it can influence a battle to take place in mid-air, spin-out old heroes, or provide a little extra influence to someone (ta'veren). Since Rand is a hero of lost ages, LTT reborn, it makes sense that the wheel could / should be able to communicate with Rand in some fashion.

 

Knowing this, it would seem that the wheel has the power to do a great many things that would be the duty of the creator, which is to provide balance without directly intervening. Is it possible that they're one in the same...?

I'm pretty sure it's stated outright that the Creator made the Wheel. Also, the Wheel is never personified by the books or the author.
