The rings are black rock stone (TOM p640), and are activated by contact with blood..

That did bring up the question in TGS about where the Bloodknives got their nifty ring ter'angreal, but Brandon was specific that the Seanchan still only know how to make a'dam. So they had to have gotten the ring ter'angreal by another means.

 

OK, let's speculate wildly.. The Bloodrings (to coin a word!) are made from the black rock of Shayol Ghul, mined in the valley of Thakandar and made into rings by Ishy himself. Or by one of his tame ter'angreal makers.

 

Actually, I almost hope this isn't right, because my mental image is now of Rand wetting one of these rings with blood from his unhealed dual wound and dropping it into the Pit, LOTR-style.. no that's GOT to be wrong!
