Depends on how strong the Balefire is... Some AS in AMoL thought about Balefire going on until it had hit enough things. (@No AMoL Spoiler Thread: No, I do not consider that a spoiler. We could've figured it out with TDR already, if only it'd been important enough to figure out)

Dap, I think non-members are still given points with the intent of them being able to use them if they should ever join in the future. My first BT mafia game was before I joined the Org, and I then had points ready and waiting for me when I did join.
