    Generally the dangerous people are a bit lazy and can't be arsed to be actively dangerous.

     

    All great villains do this. It's why walking away from the hero dangling over the shark pit was invented.

     

    It's much less effort.

    I always thought that the walking away from the hero dangling over the pit was so that he/she/other could make an implausible and highly convenient escape sometime about half way through the story :/

    Never understood why they don't just shoot them quickly...then there is no implausable escape!
