A Der' anything is sort of one step up. Like an expert, or master. So a Morat would be a Seanchan animal handler, whereas a Der'Morat would be more senior and experienced.

When Tuon did it, it was a form of penance.  She was not the Heir while under the veil, she was "just" a High Lady.

very good, but going under the Veil is not automatically a penance. The Daughter of the Nine Moons can go under the veil for whatever reason she sees fit. It may be for instance to make it easier to communicate with people.

It denotes status and position, depending on what is cut/grown/shaven/lacquered where and how.
