There was a jail scene. The closest you could come to a "jailkeeper" character is the guy that opens the door to tell the ghostbusters that the mayor wants to talk to them.

 

I find the fact that your role PM "doesn't have a character" highly suspicious, though.

My PM says that my character is The Jail Guard. He is in the jail when the the ghostbusters are arrested. 

 

I have never seen the movie.

 

I also asked about what a jailkeeper does and I was told that I was preventing the person jailed from doing anything and also I was preventing anyone from doing anything to them.

 

If this is not what a traditional jailkeeper does I suggest you take it up with the mod.
