I'm going by movie Shredder and voting for him. Movie Shredder rawked, even if his costume did sort of look like something Tina Turner might wear.

i'll choose Bowser just because i think he's funner

 

though i do have questions about him. like why does he always want to capture Princess Peach? i mean, is he going to make her his wife? cause that'd be pretty wierd. oh and why are all the other people in Mushroom Kingdom (besides enemies) mushrooms while Mario, Luigi and Peach seem to be humans

Bowser is a brainless dinasaur while shreddar is the rutheless enemy of the turtles... Shredder gets my vote.
