All palpatine has to do is use the force to remove voldemort's wand.

I think he can, he just choses not to, because he's not a show-off. He just kills people.

But if his wand was removed by force pull then where does he end up?

Its true, Voldemort is FAR too dependent on his wand, and since Palpatine would know that Voldemort was there before Voldemort ever saw Palpatine (ya know, the force and all), he could very easily disarm and beat up He Who Must Not Be Named before the guy had a chance.
